Born in Yeşilyurt, Malatya, Emine Kuluşaklı completed her primary and secondary education in Malatya. She graduated as the top of her class from the English Language and Literature department of Atatürk University in 1998. In 1999, she began her career as an instructor at the School of Foreign Languages at İnönü University. In 2001, she completed her master's degree in English Linguistics at the Social Sciences Institute of Atatürk University, and in 2019, she completed her doctorate in English Language and Literature at the Social Sciences Institute of Istanbul Aydın University. In 2020, she started working as an Assistant Professor at the School of Foreign Languages at Malatya Turgut Özal University. Since 2021, she has been serving as the Director of the School of Foreign Languages at Malatya Turgut Özal University.

Kuluşaklı has numerous scientific publications, including national and international articles, papers, and book chapters, and she actively continues her scientific activities. Kuluşaklı is married and a mother of one son.
